Purpose:

This role is responsible for overseeing all operational areas pertaining to Regulatory Mgt. including Regulatory Licensing, Regulatory Policy & Compliance, Networks, Spectrum Management, Numbering and Quality of Service.

Context/ Background:

The Legal & Regulatory function is responsible for providing legal & regulatory advice, support & counselling on all legal & regulatory matters to a range of internal customers across the organisation.

This role will support the function objective by advocating and defending Ooredoo’s position on a range of regulatory and licensing issues with ictQATAR, competitors, government bodies and regional & international institutions.

Duties and Responsibilities:

Overview:

  • Develop, articulate and advocate internal solutions concerning all regulatory operational issues such as on Quality of Service, Numbering & Spectrum Management.
  • Develop and oversee Licensing Compliance policy and ensure Ooredoo’s compliance with license and regulatory requirements.
  • Undertakes investigations related to non-compliance, identifies issues and seeks to resolve problems in a timely manner in line with regulatory requirements as defined by ictQatar or Ooredoo policies.
  • Reviews on daily basis requirements issued by ictQatar as related to information – data or complaints and responds as appropriate.
  • Overseas and manages the numbering and spectrum requirements for Ooredoo and initiates additional numbering requests or spectrum requests on behalf of Ooredoo with ictQatar.
  • Supports the business by providing information and guidance on all issues related to numbering or spectrum provision.
  • Monitor license obligations and rights as they apply to Ooredoo. Identify requirements – co-ordinate the information collation and submission through the appropriate channels.
  • Leads on working with engineering teams & quality standard units to address Quality of Service Compliance reporting and impact.
  • Drives the development of processes to engage with engineers to review Ooredoo's frequency spectrum assignments and coordinate spectrum licensing requirements and impact.
  • Oversee the management and review of numbering plan policy and the allocations of numbers.
  • Assist to develop and communicate regulatory compliance policy within the various business units and evaluate the impacts.
  • Maintain a close understanding of ictQATAR policy development and ensure the preparation of regular reporting  .
  • Oversees the production of written policy papers and guidelines and other information to assist other employees to work more effectively within regulatory constraints and requirements.
  • Provides guidance  to continuously enhance awareness and understanding of regulatory compliance and policy issues, obligations and requirements within the networks, marketing, customer care, communications and other functions using both formal and informal methods
  • Define and defend regulatory and compliance policy positions
  • Establish and communicate regulatory compliance policies and relevant Ooredoo policy positions relating to all ictQatar consultations.
  • Develop procedures & processes and executes internal initiatives work-streams, and other initiatives in order to improve and protect Ooredoo’s business.

  • Potential for significant negative or positive impacts, including direct financial impacts of penalties or opportunity cost resulting from ineffective or inefficient policy, and indirect costs resulting from negative publicity, degraded relations with the Regulator, etc.

  • Effective execution of this role has significant potential to avoid penalties and imposed remedies, protection of revenue streams, and avoidance of disadvantageous conditions and requirements.

 

Problem Solving

  • Support superior and other BUs to assist them in understanding policy-related and technical issues and in crafting effective responses to Ooredoo’s evolving legal and regulatory constraints and obligations.

 

Planning & Organizing

  • Planning, organizing, and coordinating cross-functional communications and initiative to realise compliance and policy objectives

Direct supervision and coordination of the Operations and Compliance team.

Experience, Qualification, and Skills:

Minimum Experience & Essential Knowledge

  • 12 years of work experience
  • Experience with Telecom Operator, Telecom Regulatory Authorities and Policy Makers, backed by experience in communications network O&M with a sound regional knowledge and experience,
  • Thorough understanding of technical and operational aspects of communications networks
  • Familiarity with Numbering and Spectrum Management,  KPI and QoS targets and indicators with respect to Sales , Networks, Customer Care and Service Development
  • Experience in GCC or other regional countries

Minimum Entry Qualifications

  • Bachelor’s degree in Engineering or Law
